Governor budgets for GPS tracking of sex offenders

WICHITA, Kansas -- Predators convicted of repeated acts of sex abuse against children may have to wear a tracking device for the rest of their lives if the governor has her way. It’s part of a $1 million strategy to keep tabs on high-risk sex offenders.

Kansas has 225 repeat sex offenders living in our neighborhoods and at least one parent wants to make sure police can better protect children by knowing where convicted pedophiles are once they’re released from prison.

At the age of seven, Jennifer Garrette experienced the kind of pain no child should. She was sexually abused by David Woodward, a then-respected member of the Goddard community. Jennifer’s mom still sees the affects of that abuse.

"A sexual crime against a child is devastating for that child for the rest of their life. It’s something that never goes away. Not just the child, the parent too," said Donna Roberts, mother.

That’s why Roberts is campaigning to change Kansas laws to lengthen prison sentences and to have convicted sex predators wear a tracking devise once they get out.

"It’s time we get tougher on sex offenders that commit crimes against our children."

Governor Sebelius agrees.

"When they are released, I think we need to take at least the step of knowing where they are. Cutting a bracelet off triggers a law enforcement response."

Defense attorney, Dan Monnat, believes the governor has a balanced proposal but says a trial should decide who has to wear a tracking device. He also fears what this punishment could lead to.

"Each degree of electronic surveillance is another step in the Orwellian direction of a "big brother" society," said Monnat.

The governor’s proposal also pushes for longer prison sentences for child predators and funds to hire more law enforcement to track them once they get out.
