Audit into DCF finds agency not meeting all federal standards


TOPEKA, Kan. (KSNW) – A legislative post audit into the Department for Children and Families found that the agency is not meeting all its state and federal requirements for the foster care program.

The Kansas Legislative Post Audit Committee reviews state agencies to make sure they’re fulfilling all their requirements. The report released Wednesday is the second in a two-part audit into the Department for Children and Families.  The first part of the report, released in July, found that DCF had failed to implement eight out of nine recommendations made in 2013.

The report asked “Does DCF ensure that all applicable state and federal laws governing the foster care system in Kansas are followed?” It found DCF does meet many requirements, but has not followed some of the safety and living requirements reviewed in the July, 2016 audit.

Among the concerns, it found the agency found “Initial background checks were completed for prospective foster parents, but not always for others in the home.” It also found that “not all monthly case management visits with the foster child were completed.”

The report also determined “DCF did not ensure that licensed foster homes had sufficient financial resources.”

The department is responding to the report, saying the agency has already worked to fix issues addressed in the audit, including implementing requirements in August, 2016 for “annual background checks conducted on every person 10 years of age or older” living in a foster home.

It also says that the agency is working to improve the monthly visits for foster children saying “all corrective actions are to be implemented by Dec. 31, 2016.”
